OC = Open Competition, NOT a Caste
This is the #1 misunderstanding in TNEA.
The 31% "OC seats" are open competition seats — the best-ranked candidates from ALL communities (including SC, MBC, BC) fill these first. An SC student with Rank 500 will get an OC seat at CEG. A Brahmin-origin student competes in the OC pool because they are not listed in any BC/MBC/SC category.
COMMUNITY vs ALLOTTED COMMUNITY — How to Read Your Allotment
Every allotment order shows two community columns. This confuses students every year.

Getting "ALLOTTED COMMUNITY: OC" when you are SC or MBC is not an error — it means you earned a competitive seat.
Creamy Layer Rules

If BC/MBC income exceeds ₹8 lakh, the student must compete in the OC pool.

Tahsildar-issued community certificates are rejected for BC/MBC reservation claims. Get RDO-level certificates before registration opens.
MBC and DNC — Same Code, Same Pool
- DNC (Denotified Communities) candidates register under the MBC code in TNEA
- There is NO separate DNC rank list or DNC seat matrix
- Both MBC and DNC candidates compete from the same 20% pool
- Community certificates will say "MBC" or "DNC/BC" — both are valid
SCA to SC Conversion — Post Round 3
After all 3 general counselling rounds close:
- Unfilled SCA (3%) seats are converted to SC seats
- Offered to SC candidates without seats in a mini-round called SCA to SC Counselling
- This is a separate process after main rounds end
